Finance Minister Nirmala Sitharaman Raises Alarm Over Rising Deepfake Threats

Finance Minister Nirmala Sitharaman has expressed grave concern over the proliferation of deepfake videos impersonating her, warning that such AI-generated content poses significant risks to public trust and cybersecurity. Addressing the issue at the Global FinTech Fest 2025 in Mumbai, she emphasized the urgency of strengthening digital defenses to combat this emerging form of cyber deception. Her remarks highlight the growing challenges posed by advanced technology in the realm of financial security and public communication.

Deepfake Videos: A Growing Concern

Minister Sitharaman revealed that she has encountered several deepfake videos circulating online, where her likeness and voice are manipulated to spread misinformation. These videos often promote fraudulent investment schemes, misleading the public and eroding trust in legitimate financial institutions. The use of AI to mimic voices and clone identities has become a tool for cybercriminals, making it increasingly difficult for individuals to discern authentic communications from deceptive ones.

Government's Response and Initiatives

In response to the rising threat, the Securities and Exchange Board of India (SEBI) and the National Payments Corporation of India (NPCI) have introduced measures to safeguard investors. A dedicated UPI handle has been launched for SEBI-registered investor-facing intermediaries, with category suffixes such as .brk for brokers and .mf for mutual funds. This initiative aims to establish verified and secure payment channels in the securities market, enhancing safety and accessibility without disrupting user preferences.

Additionally, SEBI has rolled out the "SEBI Check" feature, allowing investors to verify UPI IDs and bank account details of registered intermediaries across various payment platforms before initiating transactions. This tool is accessible via the web portal and the Saarthi app, providing an added layer of security for investors.

Call for Enhanced Cyber Defenses

Minister Sitharaman emphasized that the new generation of fraud is no longer about breaching firewalls but about "hacking trust." She called for a concerted effort to bolster cyber defenses and ensure the integrity of digital platforms. The government is actively working to implement technological safeguards and regulatory frameworks to combat the misuse of AI in creating deceptive content.
