Scorched Nation: India Faces Alarming Surge in Heat Risk Amid Rising Temperatures and Urban Stress

India is confronting a sharp rise in heat-related risks, with over half its districts—home to three-quarters of its population—classified as facing "high" or "very high" vulnerability to extreme heat. A comprehensive new study by the Council on Energy, Environment and Water (CEEW) outlines the expanding threat, driven by increasingly hot days and, more alarmingly, persistently warm nights. The data signals growing health and economic consequences, particularly in urban and densely populated areas. As 2024 breaks global heat records, India’s exposure to heat stress is exacerbating socio-economic inequalities, endangering vulnerable populations, and threatening long-term productivity and development.

A Nation Under Heat Siege: Key Findings from the Study

A new heat risk assessment conducted by CEEW, a leading climate and energy think tank, reveals that 417 out of India’s 734 districts are now classified as having either “high” or “very high” risk from rising temperatures. These districts collectively house 76% of the country’s population. The study, which analyzed 40 years of climatic data alongside land-use, socioeconomic, and health indicators, highlights the growing scope and intensity of heat-related hazards.

Among the most at-risk regions are Delhi, Maharashtra, Goa, Kerala, Gujarat, Rajasthan, Tamil Nadu, Andhra Pradesh, Madhya Pradesh, and Uttar Pradesh—states already grappling with a complex interplay of urbanization and environmental degradation.

The Silent Threat of Warm Nights

While the increase in scorching daytime temperatures is a cause for concern, the study places particular emphasis on a more insidious trend: the rise in very warm nights. These are periods when minimum nighttime temperatures remain above the 95th percentile of historical averages, preventing the human body from recovering after a hot day.

Cities with populations exceeding 10 lakh (1 million) are the hardest hit. Over the past decade, Mumbai experienced 15 more such nights per summer, Bengaluru 11, Bhopal and Jaipur 7 each, and Delhi 6. The situation is aggravated by the urban heat island effect, in which built-up environments trap heat, making cities significantly warmer than their rural surroundings.

The Expanding Reach of Heat: Hills and Humidity

The heat crisis is not confined to India’s traditionally warm regions. Even Himalayan districts, previously considered climate-resilient, are witnessing a rise in both hot days and warm nights. In Jammu & Kashmir and Ladakh, these metrics have increased by more than 15 days and nights per summer—posing serious risks to fragile mountain ecosystems and local livelihoods.

Meanwhile, summer humidity in North India has risen substantially, climbing from 30–40% to 40–50%. This intensifies perceived temperatures, particularly in the Indo-Gangetic Plain, where millions of agricultural workers are exposed to relentless heat with minimal protective infrastructure. Early mornings have become notably more oppressive in cities like Delhi, Chandigarh, Jaipur, and Lucknow, where humidity has jumped by 6% to 9%.

Infrastructure and Inequity: Uneven Resilience Across Regions

The report underscores that districts with dense construction and inadequate green or blue infrastructure are less capable of withstanding extreme heat. Rapid urban sprawl between 2005 and 2023, especially in Tier-II and Tier-III cities, has significantly reduced surface permeability and increased heat absorption.

In contrast, districts in Odisha—benefiting from higher green cover and better-preserved water bodies—have demonstrated greater resilience to rising temperatures.

The situation is especially dire for marginalized communities. Low-income households, outdoor laborers, and residents in overcrowded neighborhoods often lack access to cooling, clean water, or healthcare. The elderly, children, pregnant women, and individuals with chronic health conditions are disproportionately affected by heat stress and dehydration.

Economic Implications: A Heat-Induced Drag on Growth

India’s struggle with extreme heat is not just a humanitarian issue—it carries substantial economic consequences. Studies project that by 2030, the country could face a GDP contraction of up to 4.5%, with the heat-related loss of labor equivalent to 35 million full-time jobs.

The service and manufacturing sectors, both of which rely heavily on manual labor, are particularly exposed. As productivity dips during peak summer months, the cost of heatwaves—both direct and indirect—continues to rise.

The Record-Breaking Heat of 2024: A Glimpse Into the Future

The year 2024 has already entered the books as the hottest on record for both India and the globe. In a disturbing sign of how early heatwaves are beginning, India recorded its first this year on February 27–28—weeks ahead of the typical onset in April.

According to health ministry data, over 48,000 cases of heatstroke and 159 confirmed heat-related deaths were reported in 2023 alone, making it one of the worst years since 2010. However, experts believe these figures are conservative estimates, citing the absence of comprehensive heat mortality tracking.

The World Health Organization has previously noted that over 166,000 people died globally from heatwaves between 1998 and 2017—a statistic that is rapidly becoming more grim in a warming world.

Conclusion: Urgency for Climate-Resilient Urban Planning and Policy

India’s escalating heat crisis demands urgent, science-backed policymaking that integrates urban planning, public health, and climate adaptation. The expansion of green cover, improved building codes, access to cooling infrastructure, and early-warning systems must become national priorities. Additionally, there is a critical need for targeted support to the most vulnerable populations, especially outdoor workers and low-income communities.

This study is a clarion call—not only to prepare for the rising mercury but to fundamentally reimagine how India builds its cities, manages its resources, and safeguards its people from an increasingly volatile climate future.
