SEBI Reviews Agricultural Derivatives Framework as Expert Panels Submit Reports

India’s capital markets regulator has initiated a comprehensive review of the agricultural derivatives ecosystem following the submission of reports by multiple expert working groups. The Securities and Exchange Board of India (SEBI) is assessing market structure, participation norms and risk-management practices to improve efficiency and transparency in agri-commodity trading. The review comes amid concerns over low liquidity in certain contracts and the need for stronger alignment between derivatives markets and the physical farm economy. Regulators believe calibrated reforms could enhance price discovery, protect participants and deepen farmer and hedger participation in commodity markets.

Scope of the Review

The working groups were tasked with examining key aspects of agricultural derivatives, including contract design, eligibility criteria, trading volumes and settlement mechanisms. Their findings aim to address structural gaps that have limited broader adoption of agri-derivative products, particularly among farmers and commercial users who stand to benefit most from effective hedging tools.

Focus on Liquidity and Participation

One of the central challenges highlighted in the reports is uneven liquidity across agricultural contracts. While a few commodities see active trading, many others struggle to attract meaningful participation. Experts have reportedly recommended rationalizing contract offerings, improving market awareness and encouraging institutional involvement to build depth and resilience.

Aligning Markets With the Farm Economy

SEBI is also examining whether existing derivatives truly reflect underlying physical market dynamics. Analysts note that better alignment with crop cycles, regional price trends and supply-chain realities could improve the relevance of futures contracts. Strengthening linkages between spot and derivatives markets is seen as essential for credible price discovery.

Risk Management and Safeguards

The reports emphasize the importance of robust risk controls, including position limits, margin frameworks and surveillance mechanisms. With agricultural commodities often subject to weather shocks and policy interventions, regulators are keen to ensure that derivatives markets remain orderly and resistant to excessive speculation.

What Comes Next

SEBI is expected to study the recommendations before proposing regulatory changes, potentially through consultations with exchanges and stakeholders. Any reforms will likely be phased and data-driven.
