In a bold display of economic ambition, Maharashtra has unveiled a comprehensive, multi-phase roadmap aimed at transforming the state into a USD 5 trillion economy by 2047. At the recent NITI Aayog Governing Council meeting, Chief Minister Devendra Fadnavis outlined this vision, detailing strategic targets across governance, sustainability, and industrial growth. The state’s blueprint includes a USD 1 trillion milestone by 2030, green energy commitments, and significant foreign direct investment inflows. Backed by structured timelines and ongoing reforms, Maharashtra positions itself as a model of future-ready development aligned with India's broader goal of becoming a developed nation by mid-century.

Vision 2047: Economic Transformation Through Structured Phases

Maharashtra’s long-term economic strategy is anchored in a three-tiered developmental framework, designed to align with the national objective of “Viksit Bharat” by 2047. Chief Minister Devendra Fadnavis announced that the state has adopted a structured roadmap with milestones spanning short-, medium-, and long-term horizons.

  • Short-term (2024–2029): A five-year development strategy with annual benchmarks.
  • Medium-term (2030–2035): A comprehensive plan to coincide with Maharashtra’s 75th anniversary.
  • Long-term (2036–2047): Culmination in a USD 5 trillion economy by the centennial of independence.

The immediate target is to reach a USD 1 trillion economy by 2030, positioning Maharashtra as an economic powerhouse not just in India, but on the global stage.

Governance Reforms: Building the Foundation for Growth

To execute this grand vision, the state government has prioritized efficient governance. Fadnavis highlighted the success of a recently concluded 100-day governance program that focused on transparency, citizen-centric reforms, and measurable accountability. Over 700 departmental goals were achieved during this initiative.

Currently, a 150-day follow-up action plan is underway to maintain the momentum, institutionalize good governance, and integrate development goals across all administrative levels. This policy continuity is critical for maintaining investor confidence and achieving long-term fiscal targets.

Green Energy Transition: Powering the Future Sustainably

A key component of Maharashtra’s developmental agenda is a sweeping green energy transformation. Fadnavis announced that power purchase agreements for 45,500 megawatts have been signed, with 36,000 MW sourced from renewable energy. By 2030, over half—specifically 52%—of the state’s power consumption is expected to come from sustainable sources.

Initiatives such as the Saurgram (Solar Village) scheme are already yielding results, with 15 villages fully powered by solar energy. These projects not only support the state's climate goals but also contribute to rural empowerment and energy security.

Investment Magnet: Record FDI Signals Global Confidence

Maharashtra continues to dominate the investment landscape in India. The state attracted Rs. 1.39 lakh crore in foreign direct investment during the first quarter of FY25, the highest among all states. This figure underscores Maharashtra’s reputation as a favorable destination for global capital, driven by robust infrastructure, a skilled workforce, and forward-looking policy frameworks.

Such capital inflows are expected to fuel growth across critical sectors including manufacturing, technology, infrastructure, and services, providing both economic diversification and job creation.

A Unified Vision for National Progress

Chief Minister Fadnavis reaffirmed Maharashtra’s alignment with the national developmental agenda laid out by the Union Government and Prime Minister Narendra Modi. Congratulating the armed forces and central leadership on the successful execution of Operation Sindoor, he reiterated the importance of collaborative federalism in achieving shared goals.

His remarks emphasized that Maharashtra’s vision is not in isolation, but part of a broader strategy to drive India’s rise as a global economic superpower by 2047.
