RBI Freezes Withdrawals at Loknete Bank in Strong Signal to Cooperative Sector

By Shilpa Reddy , 19 December 2025

The Reserve Bank of India has imposed stringent restrictions on Loknete RD (Appa) Kshirsagar Sahakari Bank, halting all withdrawals from depositor accounts amid concerns over the bank’s financial health. Effective immediately, the move prevents customers from accessing funds while also curbing the lender’s ability to extend credit, make investments or take on fresh liabilities without regulatory approval. While essential operational expenses remain permitted, the measures underscore the RBI’s resolve to protect depositors and preserve financial stability. The restrictions, initially set for six months, place the spotlight once again on governance and risk management challenges within India’s cooperative banking sector.

RBI Steps In to Contain Financial Risk

In a decisive regulatory intervention, the Reserve Bank of India (RBI) has restricted the operations of Loknete RD (Appa) Kshirsagar Sahakari Bank, citing material supervisory concerns. The most consequential element of the directive is a complete ban on withdrawals from savings, current and other deposit accounts, effectively freezing customer access to funds.

The action reflects the central bank’s assessment that unfettered withdrawals could further weaken the bank’s already strained liquidity position, potentially jeopardizing depositor interests.

Scope of Restrictions on Banking Activities

Beyond the withdrawal freeze, the RBI has sharply curtailed the bank’s operational freedom. Loknete Bank is prohibited from granting or renewing loans, making fresh investments, accepting new deposits or incurring additional liabilities without prior approval from the regulator.

Such measures are designed to arrest further financial deterioration while allowing the RBI to closely monitor the institution’s balance sheet and governance practices. The regulator has clarified that these curbs do not amount to cancellation of the bank’s license but are preventive in nature.

Limited Operations to Continue

Despite the sweeping restrictions, the RBI has allowed the bank to continue meeting essential expenses. Payments toward staff salaries, rent, electricity and other routine administrative costs are permitted, ensuring that the institution remains operational at a basic level.

This calibrated approach reflects an attempt to balance financial discipline with operational continuity, preventing abrupt disruption while corrective steps are evaluated.

Depositor Protection and Insurance Cover

To cushion the impact on customers, the RBI has reiterated that eligible depositors are entitled to claim insurance coverage of up to Rs. 5 lakh under the Deposit Insurance and Credit Guarantee Corporation framework.

While this statutory protection offers reassurance to small depositors, customers with balances exceeding the insured limit may face prolonged uncertainty until the bank’s financial position improves or a resolution mechanism is implemented.

Timeline and Regulatory Review

The restrictions will remain in force for a period of six months, subject to review based on the bank’s evolving financial condition. The RBI retains the authority to modify, extend or relax the curbs depending on corrective progress and risk assessments.

This time-bound structure signals regulatory intent to stabilize the institution rather than immediately pursue more drastic measures.

A Broader Message for Cooperative Banks

The RBI’s action against Loknete Bank fits into a broader pattern of heightened oversight across the cooperative banking sector. These institutions, often deeply embedded in local economies, have faced recurring challenges related to governance standards, asset quality and liquidity management.

By intervening early and decisively, the central bank aims to prevent localized stress from escalating into wider loss of confidence.

Conclusion

The withdrawal ban imposed on Loknete RD (Appa) Kshirsagar Sahakari Bank underscores the RBI’s uncompromising stance on depositor protection and financial stability. While disruptive in the short term, the restrictions serve as a corrective pause, giving regulators time to assess risks and enforce discipline. For the cooperative banking sector, the episode is a stark reminder that regulatory tolerance for weak financial practices is narrowing, and that transparency, prudence and governance remain non-negotiable in an increasingly vigilant financial landscape.
