Haryana Chief Minister Nayab Singh Saini has laid out an ambitious roadmap for transforming the state into a manufacturing hub by 2047, aligning with the national goal of a 'Viksit Bharat' or developed India. Over the past decade, Haryana has emerged as a key industrial power center in India, thanks to pro-business policies and labor welfare initiatives. The state's latest budget emphasizes increased investment in industrial infrastructure, welfare schemes for workers, and support for startups. As Haryana moves forward with initiatives like 'Make in Haryana,' its strategic location and industrial development hold promise for attracting global investment.

Haryana’s Industrial Growth: A Decade of Progress

In the last ten years, Haryana has established itself as one of India’s most prominent industrial powerhouses. The state’s growth trajectory has been fueled by a combination of industry-friendly policies and robust labor welfare initiatives. Under the leadership of Chief Minister Nayab Singh Saini, Haryana has made notable strides in manufacturing, attracting both domestic and international investments.

The state's geographical advantage, bordered on three sides by the National Capital Region (NCR), has played a crucial role in its industrial success. The budget for the Department of Industry and Commerce has been increased by an impressive 129%, totaling over Rs. 1,848 crore. This infusion of funds will support Haryana's continued industrialization efforts and further enhance its competitiveness on the national and global stages.

The state has also taken significant steps to include industry representatives in shaping the budget, particularly in sectors such as construction, textiles, and startups. The government’s efforts to ensure inclusivity are aimed at fostering a collaborative environment where businesses thrive and contribute to the state’s economic growth.

A Focus on Worker Welfare

Haryana’s industrial progress is not limited to infrastructure development and business incentives. The state government is also committed to improving the quality of life for industrial workers. One of the key initiatives in the 2025 budget is the introduction of 300 Atal Kisan Shramik Canteens in industrial areas, designed to provide workers with nutritious food at affordable prices. This move reflects Haryana’s comprehensive approach to development, ensuring that the benefits of growth extend beyond businesses to the workers who are integral to its success.

Making Haryana the Heart of ‘Make in India’ and ‘Aatmanirbhar Bharat’

Under Chief Minister Saini’s leadership, Haryana is positioning itself as a pivotal player in the national ‘Make in India’ and ‘Aatmanirbhar Bharat’ initiatives. The state is focused on adopting industrial policies that align with these national programs, emphasizing self-reliance, innovation, and sustainable manufacturing practices. Following the success of IMT Kharkhoda, the state plans to establish 10 new IMTs, which will serve as world-class, smart industrial parks. These parks are designed to meet both current and future industrial needs, featuring state-of-the-art infrastructure, streamlined processes, and cutting-edge technology.

The development of these industrial hubs will be backed by attractive land pooling and land partnership policies, which aim to benefit landholders while fostering business growth. By registering land demand on the e-Bhoomi portal, the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) is making it easier for industries to expand in the region.

Business-Friendly Policies and Ease of Doing Business

One of the standout features of Haryana’s industrial growth has been its focus on creating a business-friendly environment. The Haryana Enterprises and Employment Policy-2020 has been instrumental in this regard, aiming to reduce bureaucratic red tape and facilitate investment. With an online single-window clearance system in place, the state has ensured that businesses can obtain approvals for their projects within 15 days. This efficiency has helped Haryana secure a top position in the ‘Ease of Doing Business’ index.

Additionally, over 150 services from 40 different departments are now available online, further streamlining processes for businesses and making it easier for investors to navigate the regulatory landscape.
