India Raises Concerns Over Export Misuse at SCO Trade Ministers’ Meeting

At the Shanghai Cooperation Organisation (SCO) trade ministers’ meeting, India cautioned member states against the misuse of export concessions and trade privileges. The Indian delegation emphasized the need for stronger regulatory frameworks and mutual accountability to ensure that trade benefits are not exploited through practices such as transshipment, under-invoicing, or circumvention of trade rules. The warning underscores India’s broader concerns about maintaining fair competition, safeguarding domestic industries, and preventing revenue leakages, particularly at a time when global trade dynamics are under strain from geopolitical and economic challenges.

India’s Call for Fair Trade Practices

India’s intervention highlighted a recurring issue in multilateral forums—how trade agreements and concessions are occasionally manipulated to bypass domestic regulations. Such practices, Indian officials warned, undermine trust among member nations and erode the effectiveness of regional economic partnerships. The country stressed that the SCO must act not only as a platform for trade promotion but also as a guardian against illicit practices that harm legitimate businesses.

The Broader Context of Export Misuse

Export misuse, particularly through rerouting goods or mislabeling origins, has been flagged as a growing problem across Asia. For India, which is focused on both boosting exports and protecting local industries, unchecked misuse could dampen the effectiveness of its trade policy. India reiterated that ensuring integrity in trade practices should be integral to the bloc’s agenda. The message aligns with New Delhi’s long-standing position that regional economic partnerships must be based on reciprocity and fairness, rather than short-term gains achieved through loopholes or manipulation.

India’s warning also carries domestic economic significance. With the government focused on expanding manufacturing under the “Make in India” initiative and reducing trade imbalances, misuse of export concessions directly threatens these goals. By taking a firm stand at the SCO platform, India signals its intent to not only protect its own interests but also push for higher standards of accountability in regional trade.
