India’s Vegetable Oil Imports Decline 16% in March Amid Sunflower Oil Slump and Shift in Trade Dynamics

By Gurminder Mangat , 12 April 2025

India, one of the world’s largest importers of vegetable oils, witnessed a sharp 16% decline in inbound shipments in March 2025, signaling a shift in consumption patterns and trade flows. Total imports fell to 9.98 lakh tonnes, primarily driven by a dramatic fall in crude sunflower oil purchases. According to the Solvent Extractors' Association of India (SEA), this contraction also reflects evolving sourcing strategies and a notable preference for soft oils over palm oil. The latest figures highlight the delicate balance India must maintain in its edible oil supply chain, amid changing global dynamics and price sensitivities.

Vegetable Oil Imports See Double-Digit Drop in March 2025

India imported 9,98,344 tonnes of vegetable oils (both edible and non-edible) in March 2025, down from 11,82,152 tonnes a year earlier—an overall drop of 16%. The primary driver behind this decline was a steep fall in crude sunflower oil shipments, alongside a broader moderation in demand. This fall reflects adjustments in India’s import strategy, likely influenced by global price volatility, domestic stock levels, and changing preferences in oil consumption. The reduction in volumes may also be attributed to improved availability of domestically produced alternatives and tighter inventory management by importers.

Crude Sunflower Oil Shipments Plunge Over 57%

One of the most significant contributors to the overall decline was crude sunflower oil. Imports dropped to 1,90,645 tonnes in March 2025, compared to 4,45,723 tonnes in the same month last year—a dramatic 57.2% fall. This steep reduction suggests a strategic shift by importers, possibly due to rising international prices of sunflower oil, changes in sourcing logistics, or a pivot toward other soft oils like soybean and canola. It may also reflect geopolitical influences in sunflower oil-exporting regions, such as Ukraine and Russia, impacting availability and pricing.

Edible Oil Imports Decline, Non-Edible Oil Imports Follow Trend

In March 2025, India’s edible oil imports stood at 9,70,602 tonnes, down from 11,49,681 tonnes in March 2024. This contraction reflects broader trends in consumer demand and commercial usage. Non-edible oil imports also mirrored the downward trend, slipping to 27,742 tonnes from 32,471 tonnes a year earlier. Though a smaller segment, the reduction indicates tighter demand from industrial users and potentially greater focus on sustainable alternatives.

Five-Month Import Overview: Marginal Dip in Total Volumes

Between November 2024 and March 2025, the first five months of the current oil marketing year, total vegetable oil imports reached 58,06,142 tonnes, a marginal drop from 58,30,115 tonnes during the same period in the previous year. The nearly flat year-over-year performance suggests that March’s sharp decline may be an outlier or the beginning of a broader shift in import dynamics. Despite the March contraction, cumulative imports remain relatively stable, showing India’s resilience in securing supply amid global uncertainties.

Refined vs. Crude Oil: Changing Preferences in Import Composition

A deeper look into the composition of imports reveals an interesting divergence. Refined oil imports (primarily RBD Palmolein) fell significantly to 6,62,890 tonnes from 8,86,607 tonnes a year earlier. In contrast, crude oil imports rose to 49,76,787 tonnes, up from 48,78,625 tonnes. This shift indicates a growing preference for crude oils, which are typically subject to lower import duties and provide domestic refiners with better profit margins. It may also reflect efforts to support the local refining industry, thereby generating employment and boosting downstream activity.

Palm Oil Imports Slide as Soft Oils Gain Popularity

Palm oil, traditionally a mainstay in Indian kitchens and the food industry, saw a sharp decline. Imports of palm oil—including both crude and refined—plummeted to 24,15,556 tonnes during the November 2024–March 2025 period, down from 35,29,839 tonnes in the same period of the prior year. Conversely, soft oil imports—comprising sunflower, soybean, and canola oils—jumped to 32,24,121 tonnes, up from 22,35,394 tonnes. This 44% increase reflects changing consumer preferences driven by health considerations and pricing strategies. The trend also underscores the growing competitiveness of soft oil producers in global markets.

Indonesia and Malaysia: Key Trade Partners Amid Volatility

Indonesia and Malaysia remain India’s principal suppliers of palm oil products, including RBD Palmolein and crude palm oil. However, fluctuations in pricing, export policies, and domestic consumption patterns in these countries have impacted trade volumes. India's reliance on these Southeast Asian nations underscores the importance of geopolitical and trade developments in shaping its edible oil import landscape.Any disruption in this corridor—such as export restrictions or environmental regulations—can significantly affect domestic availability and pricing.

Conclusion: Strategic Adjustments and Outlook Ahead

The decline in India’s vegetable oil imports in March 2025 is more than a seasonal dip—it signals a recalibration of sourcing strategies, trade routes, and domestic consumption behavior. The pivot away from palm oil and sunflower oil in favor of soft oils and crude imports reflects evolving market dynamics and regulatory considerations. As India continues to navigate global commodity markets, building robust supply chains and diversifying import sources will be critical to ensure food security and price stability. With domestic production unable to meet full demand, strategic imports will remain vital—but their composition, source, and volume are poised for further evolution.
