PM Modi Reiterates India's Zero-Tolerance Policy on Terrorism

By Kirti Srinivasan , 27 July 2025

Prime Minister Narendra Modi has reaffirmed India’s uncompromising stance on terrorism, calling for a unified global response and rejecting any form of double standards in tackling the threat. Speaking in a decisive tone, Modi emphasized that terrorism, in all its manifestations, must be condemned universally and unconditionally. He stressed the importance of international collaboration, intelligence sharing, and dismantling financial networks that support extremist activities. His remarks come amid rising geopolitical instability and renewed efforts by India to position itself as a leading voice in the global fight against terrorism through multilateral engagement and strong domestic policy frameworks.

India’s Firm Anti-Terrorism Stance

Prime Minister Narendra Modi has once again underscored India’s unwavering commitment to counterterrorism, asserting that the country will not tolerate any ambiguity or selective approach when it comes to addressing violent extremism. “There can be no double standards on terrorism,” he declared, urging the international community to adopt a clear, collective, and consistent stand against all forms of terror.

Modi’s remarks reflect New Delhi’s long-standing demand for global accountability and action, especially in cases where state-sponsored terrorism undermines peace and security. His call for a unified global framework echoes India's persistent advocacy in international forums such as the United Nations and the G20.

Global Collaboration: A Strategic Imperative

India’s position, as articulated by the Prime Minister, hinges on the belief that terrorism is a borderless menace that demands borderless cooperation. Modi reiterated the need for seamless international intelligence sharing, joint law enforcement operations, and strict enforcement of anti-terror financing laws.

He highlighted how terror networks often exploit legal and financial loopholes in countries with lax enforcement mechanisms. Therefore, he stressed, countries must rise above political expediency and align their counterterrorism efforts in both intent and execution.

This approach also reinforces India’s growing role in shaping the global security architecture, especially at a time when fragmented geopolitical alignments are complicating collective action.

Tackling Terror Financing and Radicalization

Modi’s focus wasn’t limited to the physical threat of terrorism; he also addressed the structural and financial underpinnings that sustain extremist ideologies. Calling for stronger action against those who fund, shelter, or glorify terror groups, he advocated for a multi-pronged strategy that includes choking terror financing, monitoring cyber radicalization, and fostering inclusive governance.

India has made significant strides in recent years to strengthen its financial intelligence infrastructure, leveraging technology and institutional reforms to track illicit money flows and suspicious transactions that may be linked to terror activities.

India as a Responsible Global Actor

The Prime Minister’s statement is not just a domestic assertion but a diplomatic signal. At a time when international conflicts are increasingly becoming breeding grounds for radical ideologies, India is positioning itself as a nation that walks the talk—committed not only to defending its own borders but also to contributing meaningfully to global peace.

His remarks may also be interpreted as an indirect message to countries accused of harboring or supporting terrorism as a tool of foreign policy. India has frequently raised concerns about cross-border terrorism and has pushed for sanctions and diplomatic isolation of entities and nations that enable such activities.

Conclusion

By reaffirming a policy of zero tolerance and calling for moral clarity in the global discourse on terrorism, Prime Minister Modi has laid down a clear marker for international engagement. His emphasis on unified action, transparency, and consistency challenges the global community to rise above diplomatic hedging and ideological selectivity. As India continues to expand its strategic and economic influence, its assertive voice on global security will likely shape the contours of the global fight against terrorism in the years ahead.
