Haryana Launches District-Wide Cold Storage Initiative to Strengthen Agricultural Infrastructure

In a strategic move aimed at modernizing its agricultural value chain, the Haryana government has announced plans to establish cold storage facilities in every district. This initiative is designed to combat post-harvest losses, enhance food preservation, and ensure better returns for farmers by enabling them to store their produce for longer periods without degradation. By investing in state-wide cold chain infrastructure, the state aims to boost agricultural productivity, reduce dependency on middlemen, and align with national goals of doubling farmers’ income. The project is also expected to attract private investment and create rural employment opportunities.

Bridging the Post-Harvest Gap

One of the longstanding challenges faced by Indian farmers—particularly in perishable produce segments—is the lack of adequate cold storage and warehousing facilities. In Haryana, a significant volume of fruits, vegetables, and dairy products perish due to improper handling and insufficient preservation mechanisms. The state’s cold storage push is intended to address this gap.

By establishing modern, energy-efficient cold storage units across all districts, the initiative seeks to safeguard agricultural produce, stabilize market prices, and give farmers more control over the timing of sales. This will reduce the compulsion to sell at suboptimal prices immediately after harvest.

The proposed district-level cold storages will be developed under a hybrid model involving public funding, government incentives, and possible private sector participation. Each facility will be equipped to store a wide range of perishables, including grains, fruits, vegetables, dairy, and horticultural products.

While specific investment figures are yet to be finalized, early indications suggest substantial capital allocation. Sources within the state government estimate that each cold storage unit may require an outlay of approximately Rs. 8 crore to Rs. 12 crore, depending on capacity and technology. These facilities are expected to have a storage capacity ranging from 2,000 to 5,000 metric tonnes.

Incentives under central schemes such as the Mission for Integrated Development of Horticulture (MIDH) may also be leveraged to accelerate project execution.

The cold storage initiative is part of Haryana’s broader rural development and agri-tech strategy. By ensuring that farmers have access to storage facilities closer to their fields, the state aims to mitigate distress sales, especially for small and marginal growers.
